ZONE 1/1A

On July 18, 2006, the San Luis Obispo County Flood Control and Water Conservation District Board of Supervisors adopted Resolution No. 2006-245 to levy assessments on the parcels of Flood Control Zones 1 and 1A (Zone1/1A). Annual assessments will initially provide funding in the amount of $350,000. The additional maintenance assessment will be used to substantially enhance maintenance and operation efforts to the Arroyo Grande and Los Berros Channels within Zone 1/1A.

 

The District is focused on the goal to improve maintenance of the Zone 1/1A flood control facilities and will be working with the Zone 1/1A Task Force, the Advisory Committee, and the Coastal San Luis Resource Conservation District to develop a long term maintenance plan. This plan is called the Arroyo Grande Creek Channel Waterway Management Program (AGWMP). A Notice Of Preparation (NOP) for the environmental impact report for the AGWMP is being distributed to various agencies and interested parties in June 2009. Additionally an EIR scoping meeting has been scheduled for June 25, 2009 at 6:00 p.m. at the Oceano Community Services District offices, this meeting is open to the public.

Recent Maintenance Work Completed

  • Flap Gate Replacement at Los Berros Outlet Structure: The flap gates at the Los Berros outlet structure (located where Old Los Berros Creek rejoins Arroyo Grande Creek downstream of Guiton’s Crossing) were not functioning properly. The gates were not water tight and allowed high flows in the creek to backflow through the outlet structure. To solve this issue, new duckbill check valves were installed in October 2008. The work was completed by the County Public Works Bridge Crew. A fence was constructed at the top of the levee, above the new duckbill check valves, to help keep people out of the project area.
  • New Swing Gates: In March 2009 four (4) swing gates have been installed along the top of the levee to reduce the unauthorized vehicle traffic. Three (3) of the gates were placed downstream of the railroad bridge , two by Guiton’s crossing (one on either side of the creek) and the third on the south levee near the Silver Spur entrance to the levee. The fourth gate was placed on the south Levee between the 22nd St and Highway 1 Bridges. These four gates, in addition to the four gates installed in 2008, were funded through the In-Lieu Off Highway Vehicle fees which were allocated by the Board of Supervisors on November 25, 2008.
  • 2008 Vegetation Maintenance: The vegetation maintenance was conducted from July 28 to October 31. Annual vegetation maintenance is conducted in the channel to improve flood capacity and enhance the riparian habitat. The Coastal San Luis Resource Conservation District coordinated the vegetation maintenance effort, with assistance from the County Public Works Department. The vegetation maintenance work was performed entirely by the California Conservation Corps (CCC). Although the CCC crews were called to assist with the large number of fires throughout the state, all the vegetation thinning work was able to be completed within the deadline of the work permit.
  • Flap Gate Inspection and Clearing: During the annual vegetation maintenance, the CCC crews also inspected the culverts and flap gates located between 22nd Street Bridge and Highway 1 Bridge that discharge drainage from residential developments to the channel. Vegetation and sediment were cleared and removed downstream of the flap gates in order to ensure the proper operation of each flap gate during storm flows.
