ZONE 1/1A

On July 18, 2006, the San Luis Obispo County Flood Control and Water Conservation District Board of Supervisors adopted Resolution No.
2006-245 to levy assessments on the parcels of Flood Control Zones 1 and 1A (Zone1/1A). Annual assessments will initially provide funding in
the amount of $350,000. The additional maintenance assessment will be used to substantially enhance maintenance and operation efforts to the
Arroyo Grande and Los Berros Channels within Zone 1/1A.
The District is focused on the goal to improve maintenance of the Zone 1/1A flood control facilities and will be working with the Zone 1/1A Task Force, the Advisory
Committee, and the Coastal San Luis Resource Conservation District to develop a long term maintenance plan. The additional maintenance assessment revenues will be used
to prepare and implement this long term plan.

Recent Maintenance Work Completed

New Signs on the Levees: Ten (10) new signs were installed on the north and south levees between the creek mouth at the Pacific Ocean to
Highway 1. The signs were installed in August 2007 as the first phase of security in order to protect the levees and appurtenant flood control facilities
from trespassing, dumping, and other unauthorized use. In the future, several new gates have been proposed and will be installed as resources and funds
become available.

2007 Vegetation Maintenance Vegetation maintenance was conducted from July 16 through September 7. Annual vegetation maintenance is
conducted in the channel to improve flood capacity and enhance the riparian habitat. The Coastal San Luis Resource Conservation District coordinated the
vegetation maintenance effort, with assistance from the County Public Works Department. The vegetation maintenance work was performed entirely by the
California Conservation Corps (CCC), with assistance from County Public Works maintenance crews. The early start on the vegetation maintenance, as well
as the dry creek condition, allowed for vegetation thinning work to be completed on the entire channel.

Creek Cleaning Day: The annual County Creek Clean-up Day was held on September 29, 2007. The Arroyo Grande Creek was cleaned by
volunteers and a significant amount of litter and debris was removed.

Flap Gate Inspection and Clearing In October 2007, Public Works maintenance crews inspected the culverts and flap gates located between 22nd
Street Bridge and Highway 1 Bridge that discharge drainage from residential developments to the channel. Vegetation and sediment were cleared and
removed downstream of the flap gates in order to ensure the proper operation of each flap gate during storm flows. This work was completed on two days
(October 4 and October 25).
