On July 18, 2006, the San Luis Obispo County Flood Control and Water Conservation District Board of Supervisors adopted Resolution No. 2006-245 to levy assessments on the parcels of Flood Control Zones 1 and 1A (Zone1/1A). Annual assessments will initially provide funding in the amount of $350,000. The additional maintenance assessment will be used to substantially enhance maintenance and operation efforts to the Arroyo Grande and Los Berros Channels within Zone 1/1A.
The District is focused on the goal to improve maintenance of the Zone 1/1A flood control facilities and will be working with the Zone 1/1A Task Force, the Advisory Committee, and the Coastal San Luis Resource Conservation District to develop a long term maintenance plan. This plan is called the Arroyo Grande Creek Channel Waterway Management Program (AGWMP). The AGWMP was adopted and the associated Environmental Impact Report was certified by the Board of Supervisors on November 2, 2010.

Proposition 84 and 1E Grant Awards: In September 2011, the California Department of Water Resources (DWR) announced its recommendation to fund the Arroyo Grande Creek Waterway Management Program (WMP). Recommended funding includes approximately $2.2 million from Proposition 84 and $2.8 million from Proposition 1E. The grant funds will be used to implement the Alternative 3a project, which includes 1st year sediment and vegetation management as well as a levee raise to provide 10 year flood protection with 2 feet of freeboard. The total project cost is estimated to be $5.6 million. Plans are underway to execute this project and construction is expected to start summer 2012. Acceptance of the Proposition 1E grant funds has a local match requirement of $2.8 million. Public Works is pursuing federal grants and/or a USDA loan to meet this requirement.

2011 Channel Maintenance: This year’s annual maintenance was conducted from August 15 through October 31. Extension to the permit may occur after October 31 but is conditional on a day to day basis and until a rain event occurs. Annual maintenance is conducted in the channel to improve flood capacity and enhance the riparian habitat.
In accordance with agency permits, willows were trimmed and invasive species like arundo and castor bean were removed from the channel. The existing flap gates downstream of Highway 1, which discharges drainage from adjacent residential developments to the channel, were cleared of vegetation and sediment for proper operation during storm events. All debris and trash were also removed from the channel to reduce the potential for debris jams and blockages in the channel.
The County Public Works Department coordinated the maintenance effort, with assistance from the Coastal San Luis Resource Conservation District. The vegetation maintenance work was performed entirely by a private contractor hired by the Public Works Department.
